The Overseas Workers Welfare Administration 6 is still looking for 72 scholars under its OFW Dependents Scholarship Program (OFWDSP).
Qualified to the scholarship are incoming college freshmen of OFW parents who have a monthly salary of not more than US$400.
“We would like to give opportunity to the children of our OFWs whose salary is within the bracket to pursue their college education through this scholarship,” said Director Ron Lionel Bartolome of OWWA 6.
Successful applicants to the program are entitled to a maximum of P20,000.00 financial assistance per school year for a baccalaureate or associate degree in a state college or university.
Bartolome said 19 incoming first year college dependents of OFWs in the region also passed the examination given by the Department of Science and Technology-Science Education Institute last year and qualified as scholars under the Education for Development Scholarship Program (EDSP) this school year 2014 – 2015.
The new EDSP scholars will receive a maximum education assistance of P60,000.00 per school year for a four-to-five year baccalaureate course in any college or university of their choice.

OWWA Aids OFW in Bontoc Bus Mishap
Baguio City –
The Overseas Workers Welfare Administration (OWWA) extended aid to a
former Overseas Filipino Worker (OFW) in Cyprus who was left permanently
disabled due to the Bontoc bus tragedy.
OWWA
Administrator Carmelita Dimzon said the victim, Olivia Aglipay, was
given P100,000 assistance for her permanent disability Friday afternoon.
Dimzon said Aglipay is an active member of the OWWA and is entitled to disability claim from injuries arising from the accident.
Aglipay arrived in the country last February 5 after finishing her two-year contract in Cyprus. She was bound for their town in Mountain Province on February 7 when the ill-fated GV Florida bus fell off a ravine claiming the lives of 16 people out of 47 passengers.

Aglipay,
who was hospitalized for more than a month, underwent several
operations due to severe spinal injuries and fractures which resulted to
her being bedridden.

is now undergoing physical therapy sessions where the disability
assistance will be used for her continuing treatment and medications.
The
bus accident victim told OWWA that her savings in Cyprus were all used
up during her hospitalization despite a cash grant and coverage of
hospitalization by the bus company which, according to her relatives, is
not even enough for her other needs and maintenance medicines.
Dimzon added the agency will find means to help distressed OFWs especially their active members and their families.
The OWWA administrator was in this city Friday to attend reception and congratulatory rites for the agency’s scholars.

regional director Manuela Peña said the agency heeded the advice of
police investigators in the accident for government agencies to give

OWWA Identifies 6 of 7 Filipinos Killed In The Yemen Attack
The Overseas Workers Welfare Administration (OWWA) yesterday
identified six of the seven overseas Filipino workers (OFWs) who were
killed in the recent terrorists attack in Yemen.
OWWA Administrator Carmelita Dimzon identified the six slain OFWs as Dr. Ruben Valenzuela, Hezel Pueblos, Edward Anthony de Guzman, Marivic Corilla Bandenas, Marian David and Aurora Gormate Yumul.
The victims’ families were already informed of the benefits accorded to them being documented workers in Yemen.
Dimzon also said that the families were also told that they are already working out on the repatriation of the victims’ remains but could not give further details on the exact date of the arrival because of the tight December booking.
Dimzon, however, did give any comment on the seventh female nurse victim who was also killed in the attack.
Dimzon said they are still coordinating with Yemen authorities to give them pertinent documents so that they could also inform the family of the victim.
The OWWA administrator added the agency has no record with them on the seventh victim neither with the Philippine Overseas Employment and Administration (POEA).
According to Dimzon, she admitted that out of 1,500 OFWs in Yemen, only 900 of them were documented and members of the agency. She said that together with the other agencies, they have already sent a team in Yemen to meet the OFWs who wanted a voluntary repatriation.

DOLE to OFWs: Observe, learn, and comply with KSA law
The Department of Labor and Employment (DOLE) advises overseas Filipino workers in the Kingdom of Saudi Arabia to strictly observe, and follow the KSA law.
“Observe, comply, and honor the laws in your country of destination,” Labor & Employment chief Rosalinda Baldoz, in a statement said.
The labor chief made the statement after receiving a letter from the Assistant Secretary Petronila P. Garcia of the Department of Foreign Affairs informing the DOLE of a recent issuance from Ministry of Interior of the Kingdom of Saudi Arabia (KSA) entitled “Rules Governing Law-Breaching Foreign Workers”.
According to the said issuance, the Ministry of Interior, represented by its law enforcement agencies, shall undertake the pursuit, apprehension, penalizing, and deportation of foreign workers who work for their own account, or illegal labor; those who abscond from work; overstayers, including holders of Hajj, Umrah, tourism, medical treatment, transit, or visit (of all types) visas; and infiltrators arrested outside the border area. It will also pursue anyone who employs offending foreign wokers; allows his workers to work for their own account; provides cover, harbors, or transports the same or aids them by any means, as well as recruiters who do not report overstaying recruits.
An offending foreign worker shall be deported at the expense of the employer, unless the worker absconds from work and is reported immediately. Foreign workers entering the Kingdom under Hajj or Umrah visa, visit visa of all types, or other types of visa, or absconded from work, shall be deported at the expense of the person employing him.
If he is working on his own account, he shall be deported at his own expense, or at the expense of the state, if he cannot afford a ticket.
Otherwise, he shall be deported at the expense of the company, establishment, or person sponsoring his visit, the carrier, or the person providing him with cover. Any deported foreigner shall be prohibited from entering the Kingdom, in accordance with the periods and procedures specified in regulations to be issued, pursuant to a decision by the Minister of the Interior.
Hajj and Umrah companies and establishment shall notify the competent authorities of any visitor who overstays his Hajj or Umrah visa.
The same should be done by a person sponsoring a visitor who prolongs his stay in the Kingdom.
Otherwise, said sponsor shall be deemed to be committing an instance of cover up. Companies, private establishments, and individuals should ensure that the foreign workers they hire obtain and renew their iqama, or the residence, and work permits in due time.
They should not employ workers of third parties, nor allow their workers to work for third parties, without following established statutory rules or work for their account. Within five days, they should notify the competent authorities of workers absconding from work.
Violators of this rule will be deprived of the right to obtain work or visit visa for a period not exceeding five years.
Government agencies should also ensure that all foreigners working for them or in fields falling within their jurisdictions have valid iqama and work permits or are employed under officially approved contracts.
“It pays to be obedient. You will never go wrong if you are following the rules and regulations of any country you are in,” Baldoz said.
“If you have nothing to worry about, you can do you work properly and you will be able to realize what you came there for,” Baldoz added.

Baldoz warns OFWs against fake receipts
The fake receipts were issued by some employees of manning agencies who reported the case to the Overseas Workers Welfare Administration, OWWA said.
Baldoz also instructed OWWA chief Carmelita Dimzon to publish notices and issue advisory to recruitment and manning agencies to put internal control mechanisms to prevent the illegal practice.
“The public should be well-advised on the matter for the safety of overseas Filipino workers (OFWs). Benefits may be compromised if the OFWs’ names are not registered as OWWA members. OWWA members are assured of the social and protection programs and services offered by the Agency,” Baldoz said.
For her part, Dimzon said OWWA is now coordinating with the National Bureau of Investigation to help investigate all possible sources of fake documents and bring to court those responsible.

OWWA honors 2012 model OFW Families in NorMin
The Overseas Workers Welfare Administration (OWWA) Region 10 has awarded this year’s regional winners for the 2012 Search for the Model OFW Family of the Year (MOFYA) in a recognition rites held last September 26 at the Grand Caprice Restaurant, Limketkai Drive here.
The winners are the families of Timoteo Supangan of Sapang Dalaga, Misamis Occidental for the land-based category and Chief Mate Noe Preciado of Calamba, Misamis Occidental for the sea-based category.
The two families will represent Northern Mindanao in the National MOFYA Search with the awarding set on December 6 in Manila.
A special award on Outstanding Achievement in Entrepreneurship was also given to the Preciado family while the Outstanding Achievement in Community Service was awarded to Ernie Neri and family of Malaybalay, Bukidnon.
OFW Supangan worked as a Pest Control Technician in Saudi Arabia and had returned to the Philippines for good due to health reasons.
He and wife Ida have one surviving child who is now working as a staff nurse in King Abdulazziz Hospital in Al Hasa, Saudi Arabia. The couple had invested parts of their earnings to cultivate agricultural lots, planted fruit trees, coconut, falcatta and rubber.
On the other hand, Chief Mate Noe Preciado started working overseas in 1986. He and his wife Amelita have four children.
Their eldest son, Gaylord, worked overseas for five years but stopped after a motorcycle accident. He is currently a pastor of Bible Baptist Temple Church. The Preciado family operates a function room and catering services, commercial spaces for rent, hollow blocks making, sand and gravel business and a farm lot planted to fruit trees, coconuts and other lumber species.
The MOFYA is an annual event of the OWWA which gives honor to OFWs and their families.
It focuses on OFWs and families who exemplified strong family ties, contributed positive outcome in the community where they reside, financially harnessed the gains from the OFWs overseas employment and have educationally supported the members of the family.
The Board of Judges for the MOFYA 2012 in the region was composed of Department of Labor and Employment (DOLE) Regional Director Johnson Cañete (chairman), OWWA Regional Direcotor Petrona Bergado (co-chairperson), Sister Mary Grace Barcinas (Church Based Organization), Dr. Rosalinda Huerbana (Academe), Fleurdelis Jaro (Private Sector), Mila Pace (Private Sector), Capt. Beunaventura Barete (Seabased Category), and Jose Sibi (Landbased Category),
The criteria for judging was based on the following: wholesome OFW family (50%), civic/ community involvement of OFW and family (20%), success in OFW and/ or family members education or profession (20%) and success in managing family finances (10%). (Neko Jan L. Abaday/OWWA-10/APB/PIA-10)

OWWA-6 Dir. Samuel S. Madrid said the awardee for the Land-Based Category is the Alba Family from Talisay, Negros Occidental, while the Dalen Family, from Calinog Iloilo won the Sea-based Category.
Madrid said the annual search for Model Overseas Filipino Worker Family of the Year Award (MOFYA) is the government’s way of recognizing the contributions of these OFWs to the community and to the country.
He added that it is also a way of honoring them for their significant accomplishments and make their success stories serve as models for other OFWs to emulate.
Rizza Joy Mapa, OWWA information officer, said there were five nominees in all for Western Visayas: Ulpricio Gamayao from Dumangas and Hector Dalen from Calinog, for Sea-based category; Orlando Alba from Talisay, Negros Occidental, Rolando Arcasitas, Bacolod City and Ceferino Tongan, from San Jose Antique.
The three non-winners were given special awards: the Tongan family for Success in Managing Family finances; the Gamayao Family for Success in Civic/community Involvement; and, the Arcasitas family for Success in Children’s Education.
The nominees were evaluated according to indicators, like, Wholesome OFW Family; Civic/Community Involvement, Success in Children’s/Family Members’ Education, and Success in Managing Family Finances.
Meanwhile, in his speech during the awarding ceremonies, Iloilo City Mayor Jed Patrick Mabilog paid tribute to the OFWs, saying he, too, is married to an OFW, a nurse who works in Canada.
Mabilog said he appreciated the government, through OWWA, to recognize the efforts and exceptional achievements of the OFWs, as they face so many challenges and bear a lot of sacrifices in their work.
“Any recognition from government will surely make them proud and happy,” Mabilog said.
The MOFYA is already on its 7th year, and the region’s winners will represent Western Visayas in the MOFYA National Search this December.
